Staff advise rejecting a 38-storey apartment building proposed for Mississauga

A proposal for a 38-storey apartment building may not get the go-ahead from Mississauga due to height and servicing concerns.

The development proposed for 70 Park St. E. in Port Credit would bring 530 units to a property across from the GO Station. And now the City of Mississauga’s Planning and Development department has reviewed the application and is suggesting council reject it.

The property, which also includes 23, 25, 29 and 31 Helene St. N., and 53 Queen St. E., already has a 27-storey apartment with 210 units on Park Street East that will remain. The proposed building would replace a three-storey parking garage along Queen Street East, according to the planning report.

There are several reasons staff advise rejecting the proposal.

There is no capacity within the current wastewater infrastructure to accommodate the increased density. It doesn’t maintain Metrolinx’s rail safety requirement of a 30-metre separation distance.

Also, the height maximum is “a significant departure from the existing and planned height context,” the report states.

Staff suggest reducing the height to a maximum of 22 storeys.

The proposed 38-storey apartment building would have ground floor retail shops or businesses, and a daycare with dedicated outdoor open space, according to the report from Sajecki Planning Inc. submitted on behalf of the developer.

The building is being described as a rental apartment but that has yet to be solidified, according to the report.

“…the project team is exploring the potential for the proposed development to be a purpose-built rental building,” the Sajecki’s report states.

The initial proposal suggests 86 studio units, 230 one-bedroom units, and 117 two-bedrooms, and 100 two-bedroom plus den units. Suggested rental rates are from less than $1,233 to $2443 per month.

There would also be seven levels of underground parking with 610 parking spaces.

This area has several development proposals including a 17-storey rental apartment building proposed for the former Planet Organic plaza, an 11-storey, 42-unit condo building proposed for the Skinner & Middlebrook Funeral Home, and 88 Park St. E. has a proposal for two condominium apartment buildings of 40 and 42 storeys, containing 1,139 units, which was rejected.

The proposal for 70 Park St. E. requires an Official Plan Amendment and rezoning to proceed.

The Planning and Development Committee are schedule consider the application tonight (May 29).
