OPP hunt for federal offender known to frequent Welland, St. Catharines

The OPP are asking the public to keep their eyes open for a federal offender who’s been known to frequent St. Catharines, Welland and nearby Dunnville in Haldimand County.

Douglas Spiers, who also goes by Douglas Stokes, is being hunted by the OPP’s Repeat Offender Parole Enforcement (R.O.P.E.) unit and is subject to a Canada-wide Warrant for breaching his parole.

Spiers is serving a life sentence for second degree murder for the 2001 beating and stabbing death of Murray Parrott, 55, of Milton. He had served 12 years in prison before being eligible for parole in 2013.

He is described as a white male, 40-years-old, 160 pounds, 5-foot-10, wears glasses, with balding brown hair,  hazel eyes and facial hair.

As well as the Niagara area, Spiers also frequented Hamilton, Toronto and has ties to Vancouver.
