Caledon pair charged in trucker training school fraud investigation

Two people from Caledon are facing charges after a years-long investigation into unlicensed truck driving schools and fraud in Ontario and Quebec.

Back in March of 2019, the OPP say investigators were advised by the Sûreté du Québec (SQ) of possible fraudulent passenger and commercial motor vehicle licensing activities.

Police say they discovered a “serious fraudulent scheme” where over 200 incidents students committed fraud to obtain a commercial vehicle licence.

It’s alleged that an interpreter was used in some cases to fraudulently complete required licensing knowledge tests.

Police also say they found non-Ontario residents had been applying for Ontario driver’s licence, and individuals were circumventing the Mandatory Entry-Level Training (MELT) standard.

A second scheme was also identified by police involving individuals who were allegedly operating unlicensed schools and giving unauthorized training to students in eastern Ontario and Quebec.

Police have seized six commercial motor vehicles and six individuals have been charged with Fraud Over $5000:

  • Jagjeet Deol, 50, of Caledon, Ontario
  • Charanjit Kaur Deol, 50, of Caledon, Ontario
  • Mohammad Khokhar, 66, of Cornwall, Ontario
  • Hanifa Khokhar, age 68 of Cornwall, Ontario
  • Gurvinder Singh, 55 of Laval, Quebec
  • Gurpreeet Singh, 33, of Saint Eustache, Quebec

All of the accused have been released from custody and have made their initial appearances before the Ontario Court of Justice in Ottawa.

Det. Insp. Daniel Nadeau with the OPP Criminal Investigation Branch said the investigation was focused on public safety.

“Tractor-trailers and other commercial vehicles can be deadly in the hands of those with little or unapproved training,” Nadeau said.

Police have shared the findings of their investigation, including details of some 200 students, with the Ontario Ministries of Transportation and Colleges and Universities.
