Stantec wins $1 million consulting/design contract for Oshawa’s Rotary Park pool re-development

An Edmonton-based global design engineering company best known for building the $1 billion Confederation Parkway bridge to Prince Edward Island has been tapped to design the $1 million Rotary Park re-development project in Oshawa.

Stantec Consulting, with has 400-plus locations on six continents, including an office in Whitby, beat out three other bidders to win the consulting contract, worth $968,502 plus tax.

Stantec’s bid, according to City of Oshawa staff, was the “most comprehensive and thorough and addressed all the City’s requirements,” using a ranking system that looked at experience in similar projects, understanding of the project, work plan and deliverables, overview, quality and cost.

The project has been in the books for at least five years and was in fact approved in 2017 before it ended up on the back burner. A 2019 feasibility study put the pool option back on the council floor but the project died when a federal grant needed to help pay for it was denied.

Council then opted for the cheaper outdoor rink, splash pad and playground option but were forced to change plans when community sentiment during the public feedback process was overwhelmingly in favour of replacing the pool, which has been closed for three years.

Stantec’s consulting services contract will include:

  • Program Development
  • Design Development
  • Public Consultation
  • Construction Documents
  • Construction / Contract Administration
  • Commissioning Management

A Facilities Management Services staffer will be assigned to the project as a supporting role, for the purpose of oversight, coordination, facilitating communication and public engagement.

Following the construction documents phase, the Consultant, City’s Project Manager and Procurement will prepare bid documents for construction services and award to the low compliant bid within the Council approved budget.

Stantec has said they are prepared to start work immediately.

The vote to approve the awarding of the contract passed unanimously.
