The $50 million modernization project for the Tribute Communities Centre in downtown Oshawa been issued for tender, marking a “significant milestone” in the transformation of a sports and entertainment venue that is now just months away from its 20th anniversary.
The City of Oshawa announced the investment along with historic 30‑year partnerships with the Oshawa Generals hockey club, the Oshawa Hockey League and arena managers Oak View Group (OVG) a year ago, with the hockey team unveiling the first round of renderings for their share of the renovation project last month.
Those upgrades will see 1,000 seats added to the arena’s capacity and improvements to amenities for player and fans alike.
The $50-million investment promise to deliver a “revitalized” facility that will enhance the experience for fans attending Oshawa Generals OHL hockey games, Oshawa FireWolves NLL lacrosse games, concerts and other major live events, along with a new prominent home for the Oshawa Sports Hall of Fame.
“As we approach the 20th anniversary of the Tribute Communities Centre, we are excited for this strategic investment in Oshawa’s future – one that will transform the region’s premier sports and entertainment venue in the heart of downtown Oshawa,” said Oshawa Mayor Dan Carter. “The expanded entrance, upgraded seating and modernized amenities will elevate every event and ensure the TCC continues to meet and exceed the expectations of its fans, performers and athletes and of our valued partners.”
The city released a rendering showcasing a first concept of the envisioned front entrance and enhanced streetscape, with the developed design expected to “continue to evolve” through subsequent phases of the project.
First opened in November 2006, the TCC will undergo extensive upgrades, including:
- a major expansion of the main entrance
- enhanced fan experience features and interior renovations
- updated seating for a minimum capacity of 7,000
- a refreshed concession area
- improved player facilities to support top‑tier talent
The modernization will not impact the city’s tax rate. Funding will be sourced through new agreements with the Generals and Oak View Group, the Municipal Accommodation Tax and additional seat revenue. Construction will be phased over two years to maintain facility operations while work is underway.

The expansion and renovation of the arena will create a bold, welcoming landmark that honours that legacy and sets the stage for decades more of unforgettable moments,” said Oshawa Generals owner Rocco Tullio. “What makes this even more special is that this transformation comes at absolutely no cost to Oshawa’s taxpayers – every fan, every family, can look forward to enjoying a world-class facility knowing this investment was made responsibly and with their accessibility in mind. This is a great day for the Generals, for Oshawa, and for hockey fans everywhere.”

A key element of the modernization is the relocation of the Oshawa Sports Hall of Fame to a high‑visibility location at the front of the TCC. The redesigned space will provide 24/7 public exposure to its displays, providing more visibility to showcase and celebrate Oshawa’s rich sports heritage.
“The Tribute Communities Centre will be presenting the Oshawa citizens a brand-new look for all of the partners involved,” said Adrian Vanhemmen, who chairs the Oshawa Sports Hall of Fame board. “We are looking forward to this new look that the Tribute Centre will be evolving into over the next year or so. Being front and centre will put the Oshawa Sports Hall in a good spot for our guests to enjoy, both before and during the Generals and FireWolves games.”
As operators of the city-owned TCC, Oak View Group is investing in the facility infrastructure, including a modernized concession area.

Oak View Group has managed the facility since 2008, with the venue welcoming more than seven million guests in that time. In addition to junior hockey games, the Tribute Centre has also hosted concerts from Elton John to Kiss and the Offspring and events such as boxing at the 2015 Pan American Games and the 2023 Canadian Tire National Skating Championships.

The Oshawa FireWolves of the National Lacrosse League, which moved to Oshawa from Albany, New York in the summer and will complete its first season here Saturday night, is also thrilled with the upgrades coming to their new home.
“Our decision to come to Durham Region was driven in large part by the forward-thinking vision of the City of Oshawa and the commitment of key partners like Oak View Group and the Oshawa Generals,” said FireWolves owner Russ Sheppard. “This investment is another strong indicator of the bright future of the City of Oshawa and Durham Region.”
The modernization will strengthen Oshawa’s position as a premier sports and entertainment destination, ensure the TCC remains eligible to host major events such as the Memorial Cup, and is expected to support OVG in attracting additional sports, entertainment, and live performance opportunities.
The project was first announced last spring when, just weeks after Tullio threatened to find greener pastures elsewhere if he and the city couldn’t agree on certain concessions, the club and the city reached an agreement on a new 30-year partnership.
Tullio, who has now owned the club for 18 years, called the 30-year lease extension a “powerful partnership that secures the future of hockey in this community for generations to come” when it was announced last April.
With upgrades to spaces like the gym, physiotherapy, and recovery areas, Tullio said the players will have every resource available to them to achieve their goals of turning pro.”
The renovations go beyond the hockey side with major upgrades to seating, concessions and retail spaces, he added.
“Our fans will experience a world-class facility that is second to none.”
