Record-breaking year being forecast for Welland building permits

Welland staff is anticipating a record-breaking year for building permits being issued to developers and home-owners.

In the first quarter (January to March), the city issued 173 permits, including some that will see the construction of 309 new mixed-housing units.

“The number of permits issued to date is surprising only because the first quarter is generally slower due
to the weather and ability to begin construction,” said Welland director of planning and development services, Grant Munday.

“These numbers indicate that 2022 will be another strong year for the city in terms of growth in our community.”

The city said permits issued to date represent over $55 million while last year, building permits issued were valued at over $236 million, generated through the construction start of 759 dwelling units of various types.

While that first quarter total is less than a quarter of last year’s final numbers, permit applications increase dramatically from April to October, the prime construction months.

Also included in that first quarter are “a full slate of applications to review.” While they are being processed, their numbers are not included until the next quarter (April through June).

Welland collects development charges on building permits at the date of issuance. Those charges go toward recovering growth-related costs associated with the capital infrastructure needed to service new development and redevelopment within the city. New subdivisions means new sewer systems, hydro lines, roads and city water.
