With Ontario Power Generation moving its headquarters to the former General Motors Canada head office building on Colonel Sam Drive in Oshawa last year, Durham Region can boast that the five highest paid public sector employees – and seven of the top ten – all show up to work in the region every morning.
Former OPG CEO (and now ‘special advisor’) Ken Hartwick topped the annual Ontario Sunshine list once again, with a 2025 salary of $1,907,409 – number one in the province among non-private sector employees.

Right behind is the current CEO, Nicolle Butcher, with a salary of just under $1.6 million, followed by Chief Nuclear Officer Steve Grigoris ($1,092,855), CAO Aida Cipolla ($1,013,496) and Chief Projects Officer Subo Sinnathamby ($981,476).
Chief Nuclear Engineer Mark Knutson ($856,947) and Senior Vice-President, Nuclear Jon Franke ($826,655) came in at #8 and #9 on the list, with University Health Network CEO Kevin Smith ($939,603), Hospital for Sick Kids CEO Ronald Cohn ($880,013) and Ontario Pension Board CEO Mark Fuller ($826,236) rounding out the top ten in sixth, seventh and tenth place, respectively.
The Sunshine List was released Friday, with more than 400,000 public sector employees making in excess of $100,000.
Among elected officials in Durham Region, Whitby Mayor Elizabeth Roy was at #1 at $210,673, with Clarington Mayor Adrian Foster ($207,232) and Ajax Mayor Shaun Collier ($210,673) also making more than $200,000.
