New ‘Rental Hub’ covers tenant, landlord and student housing rules in Brampton

Rental rates down slightly in Brampton as average Ontario price drops 2%

Brampton’s new Rental Hub has all the housing information residents need for reporting unlicensed rentals, building additional rental units, off-campus support for students and much more.

The official City of Brampton online resource is a one-stop database for tenants, landlords and students in Brampton, and offers resources for knowing your rights and making sure you’re following all rules and regulations.

The city has been pushing for more safeguards in the Brampton rental real estate market for years, introducing a landlord licensing program and tweaking regulations around additional rental units (ARUs).

Landlords can also be fined up to $1,000 for packing too many residents into overcrowded Brampton rentals.

“Whether you’re a tenant or landlord, knowing your rights and responsibilities helps ensure a safe, respectful, and informed rental experience,” the city says.

Residential Rental Licensing Pilot Program

Recent changes to Brampton’s landlord registration program include lower insurance requirements, new types of licences and an expansion into nearly every part of the city.

Starting in 2026, qualifying landlords in every ward except for 6, 9 and 10 will need to register, adding in wards 2 and 8.

The RRL Pilot Program is being extended in both scope and length of time, and will now run until the end of 2028.

Additional Rental Units

Recent rules changes have seen the residential rental licensing program expand to more areas of Brampton, and integration with the RRL permits with the ARU process to streamline applications and speed up approval timelines.

The new “Inspection Recall Fee” will cost $115 and can be issued if a property “does not pass on two separate occasions,” the city says.

The fee is “intended to encourage inspection readiness and reduce repeat visits,” the city says. The fee will be charged and must be paid before booking any follow-up inspections.

Overcrowding in Rentals

Overcrowding has been an issue in Brampton, particularly for post-secondary students living in Brampton.

The city has set limits of 14 square metres (or around 150 square-feet) for rooms that will have three occupants, and 7 square metres (approximately 5 square-feet) per person where the room is provided to four or more occupants.

Violating the new rules comes with increasing fines – $500 fine for the first offence, $750 for the next and $1,000 for every time following violation.

Property owners with additional rental units could face a new $115 “recall fee” for failing city-led inspections in Brampton.

Rooming Houses

The city launched a review of its lodging house framework earlier this summer, with a report to Brampton City Council showing approximately 3,500 complaints related to rooming houses since 2020.

Lodging houses are residential units where four tenants rent separate rooms, only sharing access to common areas like the kitchen or bathroom. In one case, Brampton Mayor Patrick Brown said one home was found with 25 students living in a single basement apartment.
