Nearly half of homes listed in 2025 didn’t sell in the Greater Toronto Area: report

Those looking to sell a home in 2025 had about a fifty-fifty chance of closing a deal in the Greater Toronto Area.

In addition to dropping prices in the GTA, numbers show that last year was one of the worst for sales in the last 25 years.

In 2025, home sales were at the lowest in the GTA since 2000, real estate platform HouseSigma said in a new report.

“Sales last year were half that of the peak in 2021, marking a rapid decline,” HouseSigma said.

Almost half of the homes that were listed for sale in 2025 did not end up selling. Some 47 per cent of unique home listings either expired, or were terminated or are still for sale, the report noted.

There were 181,477 new listings on the market across 2025, although not all those were unique properties, as some were delisted and re-listed, HouseSigma said.

The number of unique homes listed was 110,564, of which 52,426 did not sell, the report found.

What’s more, the average home in the GTA listed as of December had been for sale for nearly three months, with inventory piling up.

There were 60,597 residential resale transactions in 2025, which is less than half that of the peak in 2021, as well as being down nearly 12 per cent from 2024, and even lower than the financial crisis year of 2008, HouseSigma said.

The Toronto Regional Real Estate Board reported that the last time sales were lower than this was in 2000, at just over 60,000 sales.

Sammy Kohn, a HouseSigma agent in the Greater Toronto Area, indicated this isn’t all bad.

“Low sales don’t mean a broken market—they signal a transition. Buyers finally have some leverage, and sellers who adapt early are the ones still getting deals done,” Kohn said. “This is one of the most interesting moments I’ve seen in Toronto real estate in years.”
