Kidnapping, sex assault charges laid in attacks dating back 20 years in Mississauga, Brampton

Historical sex assaults in Mississauga and Brampton.

A Mississauga man has been charged with two counts of both sexual assault and kidnapping in violent attacks against a teen and young woman that took place in Mississauga and Brampton two decades ago.

Peel Regional Police said in a news release issued Tuesday the man was arrested Monday and also faces several other charges in connection with the incidents, which took place in summer 2004 and early in 2005.

In the first assault, which happened on July 12, 2004 in Mississauga, a 20-year-old woman was approached by a man in the area of McLaughlin Road and Ceremonial Drive, north of Eglinton Avenue West, and sexually assaulted at gunpoint.

On Feb. 11, 2005, investigators believe the same man confronted a 16-year-old girl near Balmoral Drive and Bramalea Road in Brampton. In that incident, the victim was also sexually assaulted at gunpoint.

In both cases, the weapon used turned out to be an imitation firearm.

Investigators with the Peel police Special Victims Unit said both attacks were reported to police at the time.

Police didn’t provide any additional details about the attacks, noting the case is before the courts. A publication ban is also in place to protect the identity of the victims, investigators added.

Police said Monday’s arrest was made following “an extensive investigation” dubbed Project Shadow.

Justin Foley, 43, of Mississauga, is charged with:

  • kidnapping (two counts)
  • use imitation firearm in the commission of an offence (two counts)
  • sexual assault with a weapon (two counts)
  • disguise with intent (two counts)
  • utter threats
  • overcome resistance to commission of offence

Police didn’t say what about the assaults prompted the kidnapping charges to be laid.

Foley was held for a bail hearing in Brampton court.
