Council to discuss proposed expansion of Milton Quarry

Town Council is set to discuss a proposed expansion to the Milton Quarry at an upcoming meeting.

In December 2021, Dufferin Aggregates submitted an application to Halton Region to amend the Regional Official Plan in order to expand the Milton Quarry. This would be done by extending the license and extraction areas to the east of the existing quarry lands.

Dufferin’s Milton Quarry has been in operation since 1962 and consists of two licenses under the Aggregate Resources Act. Based on current extraction levels, aggregate reserves at the Milton Quarry operation will be used up by 2024, which is why Dufferin is applying for an extension.

The proposed license area is 30.2 hectares in size, with a proposed extraction area of 15.9 hectares. The extension represents a four per cent increase to the overall extraction area of the Milton Quarry operation.

Earlier this year, the application to amend the Regional Official Plan was deemed complete and is now being processed in accordance with Planning Act requirements.

A Joint Agency Review Team (JART) has been initiated to review all technical studies and information related to the proposed extension. The team is made up of staff from Halton Region, the Town of Halton Hills, the Town of Milton, the Niagara Escarpment Commission and Conservation Halton.

The JART review will later result in a technical report to be considered by the member’s respective agencies and public input will also be requested.

At an upcoming meeting, Milton council members will discuss a report that will provide an update on the proposed extension to the Milton Quarry.

While the extension will require approvals under the Aggregate Resources Act, the Niagara Escarpment Planning and Development Act and the Planning Act, a Regional Official Plan Amendment and a Town of Halton Hills Official Plan Amendment, it will not require any approval from the Town of Milton.

This is due to the fact that the extension area is entirely within the jurisdiction of the Town of Halton Hills.

The Town of Milton will, however, be fully participating in the review of the proposal and commenting on the applications since it relates to groundwater and water management, noise, blasting, traffic and air quality impacts on nearby residents.

Council is set to discuss updates on the proposed expansion of the Milton Quarry at a meeting on Apr. 11 at 7:00 p.m.
